Toy poodles I'll give you can be nasty cranky little yip-dogs. (Sadly, because they're easily controlled physically, small dogs often aren't well-trained, or indeed trained at all, or socialized to deal with anyone but their human, which is problematic all around.) Standard poodles are quite smart and can be retrievers and service dogs -- and can get bored and obnoxious if they aren't provided with enough interesting things to do, as can most other smart dogs. I don't know if the smaller variations are as bright, but if so, and if they're mostly treated as decorative pets, they're probably bored to tears.
