Okay so I've never even seen snow or been in anything colder than 40 degrees - how the hell do you survive temperatures that cold? What do you do if you have to go outside?!
edit: and I say that because if it gets to 60 around here I feel like my toes will freeze off.
More seriously, you dress for it and stay active. I have heavy long underwear, snowpants, a thick down coat, fur hat (not just 'fashion fur', though it's gorgeous), big multi-layered mittens, boots that make my feet look twice their size... with just a teeny bit of exertion outside, I'm actually quite toasty. It's a hassle putting it all on (and then taking it all off), but kind of... impervious feeling being out in it. Two keys - get your core warm enough that blood circulates to your face well, and don't get so warm you sweat! Layers are useful for heat regulation.
